B&B quality of service dispute

Hello forumers,

I've recently been on holidays in Snowdonia in one of B&B guest houses with my partner. We had to leave and seek alternative accommodation after first night due to unbearable cold (practically no heating, the minimum they did heat was between 5am and 9am only, but even then we needed at least 2-3 layers of clothing). The hosts offered a number of small, noisy heating devices with little impact on overall warmth and comfort in the room. We decided to move, but were charged for the entire stay on my debit card (in line with the B&B's cancellation policy). I've tried disputing the charge with the bank, but was told that because it is quality of service issue, there's nothing they can do. I strongly feel that we shouldn't have been charged (possibly not even for the first night that we did spend there) as the service provider failed to deliver one of the most basic functions that anyone would expect when paying for accommodation. Where do I go from here?
