Whether Sale of Goods Act applies to purchases made outside UK.

It may sound a daft question but can a British citizen rely on the SALE OF GOODS Act, for goods which turned out to be faulty and were bought at the hotel whilst on (a package) holiday to another country in the EU?

My sister bought a bag at the hotel shop whilst on holiday, but the bag was not leather as stated and the zip broke the very next day, she complained and after a debate she was offered a credit note which she felt she had to accept as there wasn't anything else she wanted in the shop. Under sale of goods act she was entitled to a refund but we're unsure whether on it applies in this case.

If anyone can enlighten me i would really appreciate their help.
