PayPal is still one of the biggest target for criminals. This email came from a Yahoo account which is the first big clue. The second is I don't have a PayPal account and if I did I would use a different email account than the one it was sent to.
The biggest clue is that PayPal would send the message inside PayPal to your PayPal account. If you have any questions about your PayPal account you should login to your account and use the help. Do respond to an email, click on a link or fill out a form.
