Damp ceiling

My flat is top floor of a building with a flat roof. In Novemeber part of my ceiling came down due to damage with the roof of the building. The Factors sent their trades guys out to do a temp repair job until the roof of the building could be repaired. This has now been repaired and a claim has been put into the insurance to get my ceiling sorted. However, I've seen a copy of the quote and I don't think the corrective work the Factors have suggested will suffice. They have suggested cutting away the damp areas (of which theres lots throughout the flat) and replacing, taping to a smooth finish and painting over. I believe the whole ceiling needs replaced. Should I get an independent report done? If so would this be a builder or joiner? Also can you recommend someone in the Glasgow area that could do this for me?
