CIA driver training.

My nephew recently bought a course of driving lessons from CIA Driver training.
The company was based in Fareham in Hampshire.
When he eventually decided to begin the course he could not get in touch with them. The phone was never answered. The phone number has since been taken out of service and their website has been suspended. We do not have any other contact details for them. I contacted Companies House and was informed that the company had applied for voluntary strike off meaning they wanted to be removed from the list of companies. He used his mothers debit card to pay for the course with her knowledge. I'm told that if she had used a credit card we might have been able to recover the money but not with a debit card as it has no protection. The amount was £200. Anyone have any idea what action we can take to recover the money?
I know of only one other person who had the same experience as us but I assume we are not alone. I'm hoping this thread will bring up more victims.
