Alistair Darling, while Secretary of State for Transport, did not quite have the taxpayer interest at heart.
In fact, amongst other things, he colluded with private companies to defraud the taxpayer.

I am not sure what you mean, the taxpayer could make a hefty profit from this deal if the share prices return to their former levels.
