HI, i phoned four builders some years back to come to my site and collect plans for quote to build new house. three done so and gave my quote as requested. fourth builder arrived took plans and said just casually, i will come out and dig a test hole with my digger to see what type of foundations you need. i said ok but no mention was made about being charged for this. i got quote but chose another builder and house is now built. when this fourth builder seen he hadnt got the job he then sent me a bill for £100, about one year later. every year now he has been sending me this bill. i didnt realise he was going to charge me for a quote. should i pay?
