Holiday booked not provided, changed without contact

Booked holiday in November 2010 for 2 weeks all inclusive at the Mosaique Hotel in El Gouna Egypt. Everything fine until we arrived at the airport in Egypt when we were informed the hotel was not ready and we were being transferred to another hotel and not only that this hotel was not in the resort we booked. Lodged complaint in Egypt and on return to UK. Holiday Company accepted they had not informed us prior to departure and offered £60 cash ro £120 voucher. This feel is not acceptable for a holiday costing £1500.
Made numerous email complaint but with no success
How do I pursue this and what is fair compensation, I thought they should at least double the offer
