Holiday booking problem

Heya im posting this for a friend as he is a bit stressed with a holiday him and his partner have booked.They booked a holiday for three weeks time through travelrepublic.com and booked and paid for a three star hotel on a complex.Upon receiving confirmation through an email they were told they had been allocated a 1 star 70 metres away from the main complex. Of course they have complained I mean you pay for a three star thats what you should get right??
Basically they have now been told tough luck put up with it or we will offer you a partial refund.
Anybody know where they stand legally please and is there anything they can chuck at these buffoons?? any where they can seek advice?
Have just looked at their terms etc and it says this....Sometimes your accommodation provider may need to make a change. If you have already booked we will let you know as soon as we can, if there is time before your departure.
In the unlikely event that your accommodation provider has to make a major change or alteration to your booking, they will offer you the option of accepting the change or cancelling the booking and receiving a full refund of all monies paid to us in connection with the accommodation booking.
