Builder refusing to return and finish work that's paid for

Hi Everyone.

I'm looking for some advice on what my rights are? the whole job has been left totally unfinished. I'm trying to find someone who can assess at what stage the job has been left. Do I need an angineer or assessor of some sort? I Would really appreviate any advice as this is causing much stress, many thanks!!
