excessive high invoice after work carried out

I have had my windows painted. I requested before hand a quotation but did not receive any (this has been done by one of my neighbours) and I am now unhappy with the amount that he is requesting in payment for this work. It is excessively high. Please advise on my consumer rights.

I asked him for a quote before the work, he ignored that. After finishing I asked how much I owe him.

Well in my opinion, you don't have to pay. There is no contract.
There isn't any offer to accept in order to make a contract.

He's done the work without an agreement on price. There's no contract.
Otherwise, tomorrow you could go and paint everyone's houses and then give them an invoice for £10,000 each.
It's not enforceable.

Then can I just pay him what I think is reasonable based on a quotation I obtained from another contractor / painter, as I feel bad if I don't pay at all.

Work without an agreed price can happen, although it is rare, and would be more accustomed to say, an unknown fault, so you've called a builder to come and find the fault and fix it.
Unreasonable / excessive pricing is covered by the SOGSA.
You can either pay what you think is reasonable, and dispute the balance.
Or alternatively pay 'under protest' and claim back.

But in your case, you don't really need to pay at all...

So legally I am not obliged to pay.

If I pay what I believe is reasonable, will this lead to him claiming the difference in court?
