Google Chrome on mobile phone, background use running up bill

Hello, I obtained motorola motoG on a contract. This is limited to 250mb data when using mobile mode (3G). It seems that Google Chrome is defaulted to run in the background and so unknown to me it was refreshing pages such as Facebook. Luckily I noticed before costs went more than £20 beyond my contract. That excess was in 3 days after I first went into Chrome.

Who is at fault?

The shop for not telling me I should go onto a more expensive unlimited download tariff?
Motorola for not warning ne of the Google Chrome issue?
Google for not putting a warning on Chrome?
EE for not contacting me when it was clear that I was using an unusual amount of data, based on history?
Me for using anything involving Google in the first place?

I feel like this is a scam.

I wouldn't mind but I switched off everything I could find that appeared to use excessive data in mobile mode.

Can I be reimbursed for the excess charges?

Don't get me started on the privacy defaults either! advert Id indeed!
