ISA saving limits increased

In today's Budget, the Chancellor announced that the yearly limit for the amount you can put into an ISA will increase from £7,200 to £10,200. The cash element of this will increase from £3,600 to £5,100. It's good news for those who have any money to save, but I don't know if it will achieve its aim of encouraging saving - I think a lot of people have lost faith in banks entirely, and mattresses everywhere are beginning to teeter on top of piles of cash!
