Goods purchased on credit card abroad but now over limit

Hi

I am looking for advice.

A friend purchased an item abroad and it is faulty. She is seeking compensation under the Consumer Credit Act as amended .

However the seller had a swipe machine for her visa had it went through a machine visa would have refused the item as she is over her credit amount.

Will she still be covered by the CCA and will visa reimburse her for the item or will she not be covered due her visa bill being over the credit level. Any feedback welcomes/:)
