Default How does the law stand now about electrical work?

I seem to recall there were changes a while ago that mean you cannot legally have any electrical work done to your home unless the person doing it has some kind of certification

Does anyone know any more about this? And what are the implications? More expense, I presume?

What about the consequences of ignoring or trying to work round this particular piece of legislation?
