Default European Vacations offer - scam?

Hi, just wondering if anyone knows if the following is a scam... just one of those too good to be true situations, or maybe we are a nation full of sceptics!!

Apparently I have been 'selected' bla bla bla to receive a holiday in france from European Vacations (cant post link to advert as this website wont let me!) - detailed itinerary was supplied. All you apparently pay is this £20 admin fee and they then send you a booking pack. but all travel, transfers and accomodation is apparently included. They claim to do this as this is the best method of advertising as apparently you will book again and recommend to your friends etc bla bla. Now I saw someone selling one of these vouchers on ebay and it went up to quite a lot of money. Scam?? What does every one think? Have you had an experience of this? thanks

You're parting with money at the outset. Sounds like a scam to me. Any news on this yet?
