I have to say I don't really see the point. Nobody is going to buy a property without spending money on a survey so it's just wasting money in the end. If anybody out there can explain their benefit I'd be very grateful.

I hear from a friend of mine in the civil service that HIPS are going to be scrapped within the next two months. The EPC (energy certificate) will stay. They are considering changes to the buying process, but are are at a very early stage.
