Default Let property damaged. Estate agent not answering calls?!

I recently went to view my property that is managed by an Estate Agent. There we're a lot of damages and the general condition of the flat is bad. After numerous phone calls the estate agents carried out an inspection and sent it to me, but it doesn't inform me of what will happen next!

Now the owner of the estate agency is ignoring my calls. The property is Let to the local council, and under the agreement and repairs need to be carried out by the tenant or the council. How do i get the estate agent to pull his finger out? I have loss count of the number of times i have called and left messages, i've now got his mobile number which he isn't answering!!

Please advise.
