Fridge/Freezer Not Cooling Down Samsung RS20CCMSn plz help.

I opened up the panel at the rear/back. it was HOT. carefully removed most of the dust. when i switched the electrics on the fan was working and the compressor was vibrating so i am assuming that was working too.
i couldn't see any frost anywhere.

the freezer wont go below -9 (15) and the fridge is staying on 4 (39).

what could be the problem?

I had the same problem with our samsung its the same model as yours and after several visits by different engineers from various companies we finnaly got lucky when we got hold of an approved engineer from agsrefrigeration.co.uk who found that the problem was a faulty thermal fuse couldnt believe that the previous engineers couldnt spot something like that when they change fan and pcb previously all good components, what a waste of space anyway now we are happy with our fridge and the way its working just like it use to. I dont know where you are but if you are in london or the surrey area deffinately give them a call.
