does anyone know what rules and regulation there are for retailers to inform consumers of non returnable item due to hygiene reason. as a consumer must we be informed in some manner (written, spoken, on the item etc)

The law, for items bought in a shop, doesn't provide a cooling off period ie you can't return goods that don't fit, you don't like or bought in error. Many shops do allow returns and have their own policy e.g Argos and Marks. They have their own terms too and will often tell you when you can't return specific items.
