I ordered some goods from a merchant in Belgium. The package arrived but it had clearly been tampered with and was empty. The package was delivered to my next door neighbour (senior lady).
I reported the matter to the police and initiated the UPS investigation. I advised the merchant to notify the police in belgium but he has refused to do this.
Where do I stand. I paid for the order with my debit card.
