indian stone

can any one tell me please if there is an official way to lay any kind of indian stone. I am being told by a landscaper that he can get away with laying my patio in dot and dab way they are lifting up and weeds are growing underneath now. I don't want to take the matter to court if I am going to lose because he won't lay them in the full bed of cement way. He has also butted a few of them together which he also told me that is o.k and he will win in court if I take him there.

Can someone please advise me what I do.
