Car Breakdown Cover

I recently took out a new Insurance on my car with a large UK Insurance Company. They offered breakdown cover for an additional premium. I accepted this opting for the best package. A week later a I received a letter from them enclosing the Breakdown Cover Schedule, but it said that the policy and membership cards were also enclosed, but they were not. I telephoned them and was promised that the policy would be sent to me straight away. One week later, no policy so I phoned again. Once again the same promise and still nothing arrived. A week later I telephone for a third time and received the same promise that I should receive the policy within 7 days. They have the correct address for me so I cannot understand why I have not received it. I am so fed up having to ring them up and not having the policy to read, nor having received the membership card that I would like to cancel this cover. Am I entitled to do this and could I expect a full refund?
