Are East Coast Gas Responsible?

My neighbour had a new gas boiler fitted by East Coast Gas 2 years ago. They sub-contracted a company to carry out the installation. This work was then corrected by another contractor because some of the installation was incorrect.
6 weeks ago the boiler stopped working, no heat and no hot water. She contacted 3 different plumbers to repair the boiler who all came initially but didn't come back to carry out the repair work. She then contacted British Gas who inspected the boiler and condemned it.
She now has to pay for a new boiler to replace a 2 year old boiler fitted by a trusted company, experts in their field we are led to believe. We would all expect the life of a domestic central heating boiler to be in excess of 20 years. She is a single mother, its approaching Christmas, the weather is freezing and she has no heating or hot water. Surely East Coast Gas have a duty to replace the boiler don't they? What rights does she have in a situation like this?
