Can a utility company bill me when I never signed a contract?

We moved into a new build property last year and the building firm said they were using E-On. After we moved in the building firm told is they'd let us know when they'd give EOn the final reading and then we could change provider. After a few months we heard nothing from the building company so signed up with EDF.

A few weeks ago we received a bill from EOn covering a period from June to August last year. Its an extremely high bill compared to what we are paying with EDF.

As EOn didn't attempt to contact us about our use of the gas or electricity are we liable for the bill? If it was goods being supplied I know it could be treated as a gift but not sure how it applies to utilities.

As EOn never contacted us we have no way of knowing if the rates were the best offer available. Can EOn just bill us for whatever tariff they chose or is there a requirement for them to agree a tariff with us?
