Punishing bad traders

Has anybody ever taken a bad builder to court, and what happened?
In the absence of proper law to stop diy people creating disasters as they can call themselves a builder on all those builders directory one might need to make an example or try to lobby parliament to get a better system of defense against bad traders.
Surely there should be a margin between paying the odds to a solicitor with the uncertainty of the outcome and paying admin fees to be help by professionals hired by the government. So ok we are in recession so the funds are very limited but if they were to look at what could and should constitute a good case of bad trading as rules with some type of fees one is willing to pay we might get some satisfaction in recouping our money or declare the trader officially unfit to trade.
This could happen if we really try as a group.
Also does anybody know if a bad trader could take me to court if I was going to name and shame on my own website?
