Small claims for kickstarter problems

A kickstarter campaign was successfully funded. Then, several months after (during the development stages), the project creator decided to remove one of the reward items from some reward tiers without satisfactorily compensating the affected backers.

My question is, what rights do backers have with regards to getting a fair refund? Can matters like this be taken to small claims court?

As a note, when someone starts a project on Kickstarter, it states:
"If your project is successfully funded, you are required to fulfill all rewards or refund any backer whose reward you do not or cannot fulfilll. A failure to do so could result in damage to your reputation or even legal action on behalf of your backers."

This implies to me that even a single reward being missed can result in a legal claim, but what practical likelihood is there that such a claim would be taken seriously?
