Right to acquire goods from distributor

I would be grateful if someone could point me in the right direction of statute. Are distributors of goods obliged under statute to supply a retailer if they so order goods? There is no question that the goods cannot be paid for. I heard somewhere that a distributor/supplier cannot refuse to supply a customer as it falls under 'restraint of trade'. Any help would be welcome as the supplier is withholding goods on the basis that their current retailer in the area we are operating will be 'damaged' if we also start selling.
