Two price tickets for clothing - cheaper one covered

I bought a pair of trousers the other day from new look and when I got home I noticed there were two price stickers with a cheaper one hiding underneath. You can clearly make out the value underneath, but I obviously paid the higher price as that was the sticker on top. Are there any laws/regulations about this as it doesn't seem very ethical and I'd rather have paid the lower price for them.
